This board has called many times for an independent Palestinian state alongside Israel, and we have called for mercy and reason in the current conflict. It is also noteworthy that the Palestinian Authority under Mr. Abbas has largely stayed clear of the Gaza eruption. Israel is the dominant power here, and in the current conflict, Israel will once again need to be first to move toward the establishment of a Palestinian state. Holding Israel’s leaders to account in no way lessens the responsibility that Hamas and Palestinian Islamic Jihad bear for the present suffering in Gaza. Former Israeli Prime Minister Ehud Barak said that Israel constructed bunkers beneath the Al-Shifa hospital in the Gaza Strip decades prior, when his country occupied the enclave. He added, "I don't know to say to what extent it is a major [Hamas commander center]. It's probably not the only kind of command post, there are others under other hospitals or in other sensitive places. Israeli military has cited a potential Hamas command post sitting beneath or within Al-Shifa as its reason for raiding the medical facility and has met international pressure to prove its assumption. The Israel Defense Forces have released footage showing alleged tunnels on the premises of Al-Shifa, citing them as discoveries that proved the presence of Hamas at the hospital.

That would require a Biden administration plan to create two states for two indigenous peoples living in the areas of Gaza, the West Bank and Israel. The Biden plan — are you sitting down? Resolutions 242 and 338, which was also the cornerstone for negotiations in the peace plan put forward by President Trump in 2020. Is the Palestinian Authority up to such a deal?

The cost to Israel's economy of its war with Hamas militants will be unlike anything it has experienced in decades. Shelling has intensified in recent days between northern Israel and southern Lebanon, a stronghold of the Iran-backed militant group Hezbollah. CNN —The myriad tunnels under Gaza are best known as passageways used to smuggle goods from Egypt and launch attacks into Israel. Hamas in 2021 claimed to have built 500 kilometers (311 miles) worth of tunnels under Gaza, though it is unclear if that figure was accurate or posturing. If true, Hamas’ underground tunnels would be a little less than half the length of the New York City subway system. It’s unclear how much the tunnel network would have cost Hamas, which governs the impoverished coastal strip. The IDF is expected to go after the network in its forthcoming ground incursion into Gaza, as it has in recent years gone to extreme lengths to eliminate Hamas’ tunnels.
